Although the trade is legal in India, which has not joined Western sanctions, Shreya’s involvement highlights India’s position as a key intermediary supplying Russia with dual-use tech, alongside countries like China and Malaysia.

Trade data indicates Malaysia as the original source of these Dell servers before they were re-exported from India to Russia. U.S. and EU officials have raised concerns over India’s role in supplying goods with potential military uses to Russia. The Biden administration has warned Indian companies of potential sanctions if they engage with Russia’s military sector. However, India, under Prime Minister Narendra Modi, has maintained a neutral stance, focusing on strategic partnerships with Russia in areas such as energy and defense while expanding its role as a major trade intermediary.

Although Shreya is primarily known for pharmaceuticals, it shifted to exporting technology in 2022. These tech shipments are reportedly valued at hundreds of millions and are facilitated through Russian intermediaries. Western companies such as Dell have reinforced their compliance with international trade laws, stating they require resellers to adhere strictly to export regulations.

Supporters of Modi’s approach argue that India’s neutrality is a pragmatic stance, allowing it to balance relations with both Western and Eastern powers. They see this strategy as strengthening India’s economy and bolstering its global influence, especially in technology and trade. To many right-leaning proponents, India’s diplomatic autonomy aligns with fostering a more multipolar world, reducing dependency on any single power bloc, and ensuring that India’s interests are prioritized on the world stage.
